This is a typical configuration for a PAD to test 2 modems for back to back for testing.
Most modems transmit at 0db and receive at -16 to -30 to -40db and
this PAD will drop the transmit level to a level that the modem can equalize on.
Some modem's transmit level can be adjusted down to -16db.
